Blue-Green Algae Bloom Found in Turner Reservoir and Central Pond in East Providence
The Department of Health (HEALTH) and the Department of Environmental Management (DEM) are advising people to avoid recreational activities in Turner Reservoir and Central Pond in East Providence because a blue-green algae (or cyanobacteria) bloom has been detected in the waters of the reservoir and pond.

Presence of bacterial infection in flock of psittacine birds in Pawtucket

Rabid baby raccoon found in Coventry
The Department of Environmental Management has received positive confirmation of rabies in a baby raccoon that was found in Coventry and submitted for testing on June 4. The animal was initially found on May 29 on John Franklin Road, which is in a rural area of Coventry near the Scituate line. The family that found the animal brought it into its home, where it had contact with several adults and one minor child

Annual reclassification of shellfish waters and seasonal shellfish closures that take effect on May 25
The Department of Environmental Management announces that as a result of improved water quality conditions and advances in water pollution control measures, increased opportunities for shellfish harvesting in areas of Upper Narragansett Bay, Mount Hope Bay and the Kickemuit River will soon be available. With the opening of the fresh water fishing season on Saturday, April 13, the Department of Environmental Management reminds anglers that even on a warm day out on a boat, water temperatures can hover in the low-to-mid 50s. According to U.S. Coast Guard reports, a boating accident is five times more likely to be fatal if the water is colder than 60 degrees

DEM stocks 80,000 trout in advance of April 13th opening of freshwater fishing season
The Department of Environmental Management's Division of Fish & Wildlife announces that the 2013 trout and general freshwater fishing season will begin at 6 a.m. on Saturday, April 13. More than 20,000 anglers are expected to turn out at dawn on Opening Day. Approximately 80,000 hatchery-raised brook, brown, and rainbow trout with an average individual weight of one and a half pounds are being stocked by Division staff in more than 100 ponds and streams for the start of the fishing season.

State completes purchase of iconic Rocky Point property in Warwick for development of a coastal state park
The creation of a new coastal State park at Rocky Point that will benefit Rhode Islanders for centuries has now become a reality. This morning, in a closing held at Warwick City Hall, the Department of Environmental Management completed the purchase of the remaining 82 acres of land at Rocky Point from the U.S. Small Business Administration, as Receiver for Moneta Capital. Funding for the $9.65 million acquisition was provided from the Open Space bond approved by Rhode Island voters in 2010.

New policy document on marine fisheries management in Rhode Island
The Rhode Island Department of Environmental Management has issued a new guidance document that synthesizes the priority interests of the State with regard to the conservation and management of marine fisheries. The report, Principles & Policies Governing Marine Fisheries Management in Rhode Island, was developed primarily to guide and support DEM's programs and activities pertaining to marine fisheries, but also broadly addresses all key issues associated with marine fisheries management in Rhode Island. This is the first document of its kind issued by DEM.

Health caution North Kingstown residents about racoon bite incident
The Department of Environmental Management has learned that a person is being treated for rabies exposure after having contact with a raccoon in an unprovoked attack in North Kingstown last night. The incident happened around 6:30 p.m. Monday on Heritage Road, which is located off Post Road. One individual and two dogs were bitten. The vaccination status of the dogs is being evaluated and proper precautions will be taken once the dogs' vaccination status has been determined.

DEM Advises dog owners about re-emergence of canine distemper virus after the recent diagnosis of a raccoon on Prudence Island with the disease
The Department of Environmental Management is cautioning dog owners about the re-emergence of a dog disease that is now considered rare in Rhode Island. Canine distemper was recently diagnosed in a raccoon on Prudence Island. The raccoon was submitted for testing after Island residents notified DEM about numerous raccoon deaths and a large number of raccoons that displayed abnormal behavior. DEM and the Department of Health worked with local authorities to first rule out rabies as a possible cause. When rabies was not confirmed, DEM authorized testing for canine distemper virus, which was confirmed.

Seasons and bag limits for small game were set following a public hearing that was held in June. The 2012-13 Hunting and Trapping Season Abstract summarizes various laws and regulations affecting wildlife and specifies season dates and bag limits for game species. No Contact with Water from Slacks Reservoir in Johnston and Smithfield
The Rhode Island Department of Health (HEALTH) and the Department of Environmental Management (DEM) are advising people to avoid recreational activities in Slacks Reservoir in Johnston and Smithfield. The reservoir's water had a visible scum of cyanobacteria in a cove in the upper eastern part of the reservoir, near Greenlake Town Beach in Greenville. These blue-green algae, typically referred to as cyanobacteria, have the potential to form the naturally occurring algal toxins known as Microcystin and Anatoxin.

The Department of Environmental Management announces that the bay scallop harvest season opens at sunrise on Saturday, November 3 and continues until Saturday, December 31 at sunset. Rhode Island residents can take up to one bushel of scallops per day without a license, and commercial license holders can take up to three bushels per day/per boat from state waters. Aquatic resource education program offering saltwater surf-casting and fly-fishing workshops, a fly-tying program and fly-fishing train safari on Aquidneck Island this fall
The Department of Environmental Management's Division of Fish and Wildlife will hold several fishing programs this fall. Hosted by the Division's Aquatic Resource Education program, the programs include an introduction to saltwater surf-fishing and fly-fishing, a fly-fishing trip via train around Aquidneck Island, and fly-tying workshops. This advisory is based on sampling conducted on August 16 and 17 by a DEM contractor as part of the screening-level monitoring conducted at 12 lakes and ponds to evaluate the extent and presence of blue-green algae blooms in Rhode Island.

The Department of Environmental Management has announced that in addition to currently Prohibited and Seasonally Closed waters within Bristol Harbor and surrounding Hog Island, the remaining waters of Bristol Harbor and in the vicinity of Hog Island (see attached map) will be closed to shellfish harvesting beginning at noon Friday, July 6, until further notice. DEM is collecting water samples of the Harbor to test for fecal coliform bacteria levels today. DEM Purchases Critical 189-acre parcel in Burrillville, connecting over 7000 acres of protected land
The Department of Environmental Management has acquired 189 acres of land in Burrillville from the Boy Scouts of Rhode Island. The parcel is situated adjacent to over 7,000 acres of state-preserved land. To the north of the property lies the 2,084-acre Buck Hill Management Area, and to the south is the 5,203-acre George Washington/Durfee Hill Management Area. The property also abuts Connecticut's Quaddick State Forest to the west. This property is considered among the highest priority conservation parcels in the state, and the high concentration of protected land in the area allows for increased habitat protection with minimal disturbance

DEM Announces Annual Reclassification of Shellfish Waters and Seasonal Shellfish Closures that take effect on May 26
The Department of Environmental Management announces the reclassification of several areas of the state's shellfish harvesting waters. The Department of Environmental Management announces that three state beaches in South County will be open weekends from 9 a.m. to 6 p.m. beginning this Saturday, May 12. Scarborough North, Roger Wheeler, and Misquamicut state beaches will be open Saturdays and Sundays, weather permitting, from May 12 until Memorial Day to accommodate early beach-goers and advance season pass sales. Westerly to Apply Mosquito Larvicide to Swamp Areas on Friday, May 4 in Yearly Routine
The Town of Westerly, as it has done on a routine basis each year since 1997, will apply granules of mosquito larvicide by helicopter to 500 acres of swamp to control mosquito breeding. The targeted areas are portions of Chapman Swamp and the swamp area adjacent to Hespar Drive. The town is notifying adjacent landowners of its intent, as well as the general public, that it plans to apply the larvicide on Friday, May 4, between 7 a.m. and 2 p.m. The larvicide may also be applied on future dates after notification by the town. DEM wishes to announce an emergency amendment to Rules and Regulations Governing the Importation of Animals. This emergency amendment is necessary to protect the resident animals of the state and its citizenry from diseases associated with animals that are imported. DEM/Division of Agriculture has been responding to sharply increasing numbers of reports of serious and often deadly diseases, primarily associated with dogs imported into Rhode Island for adoption. DEM Cautions Anglers About Cold Water Danger and Urges Them to put Safety First on Opening Day of Freshwater Fishing Season
With the freshwater fishing season opening on Saturday, April 14, the Department of Environmental Management reminds anglers - particularly those fishing from a boat - that even on a warm day water temperatures can hover in the low to mid 50s. According to a 2007 U.S. Coast Guard report, a boating accident is five times more likely to be fatal if the water is colder than 60 degrees. In addition, a 2010 report stated that eight out of 10 boaters who drowned were using vessels less than 21 feet in length. Coupling cold water with small, unstable vessels like canoes and kayaks places anglers in a very dangerous situation.

The Department of Environmental Management has issued a Notice of Violation (NOV) to the RI Resource Recovery Corporation (RRC) and BroadRock Gas Services LLC for failing to take steps to prevent objectionable odors from migrating beyond the Central Landfill's property line, and for not reporting the breakdown or malfunction of a gas flare system within the timeframe required by its permit. The NOV includes a $55,000 penalty.

Earlier today, the Department of Environmental Management filed a Verified Complaint for Injunctive and Declaratory Relief in Providence Superior Court against the TLA-Providence, LLC "Pond View" construction and demolition debris processing facility. The Complaint seeks to enjoin the facility from operating until such time that the facility can produce a letter of compliance from the City of East Providence as required under the recently enacted amendments to the Refuse Disposal Act. The cat is described as an eight year-old female orange-gray calico or tiger cat. DEM Awarded $1.5M in Federal Stimuls Funds for Solar Projects
The Department of Environmental Management has been awarded $1.5 million in federal funds from the RI Office of Energy Resources to install solar panels at nine DEM facilities throughout the state. DEM Begins Construction of Wind Turbine at Fishermen's Memorial State Park and Campground in Narragansett
The Department of Environmental Management has started construction of a renewable energy project at Fishermen's Memorial State Park and Campground in Narragansett. The 117-foot, Northwind 100 kW wind turbine being installed at the campground will supply about half of the facility's electrical needs and demonstrate renewable energy use in a park setting. When completed this fall, the turbine will power all the campsites at Fishermen's, providing renewable energy to over 17,000 campers a year.

The Department of Environmental Management announces that the waters of Mount Hope Bay and the Kickemuit River recently closed in response to the recent pump station failure in Fall River will re-open to shellfish harvesting beginning at sunrise tomorrow (Saturday, August 6th). DEM's decision to reopen these areas is based on test results from sampling done by the Massachusetts Marine Fisheries shellfish program this week in Mount Hope Bay and the Lees and Cole River area.
